Stargate UAE: inside the 5 GW AI cluster rising in the Abu Dhabi desert

A year ago it was a handshake at a state visit. Now the first concrete is poured and the first 200 megawatts are weeks, not years, away. The biggest AI cluster being built outside the United States is not in Virginia or Oregon. It's on ten square miles of sand outside Abu Dhabi. The obvious question is why there, and the answer should interest anyone deciding where to put a GPU.

The project, in numbers

Stargate UAE is the first international site of the Stargate program, announced in May 2025 during the US presidential visit to the Gulf. It is led by Abu Dhabi's G42 alongside OpenAI, Oracle, NVIDIA, SoftBank and Cisco. The full campus is planned at 5 gigawatts across roughly 10 square miles (about 26 square kilometres) of desert, making it one of the largest single AI sites anywhere on the planet (CNBC, OpenAI).

The build is phased. The debut cluster is a 1 GW stage, and the first 200 MW is targeted to come online in 2026, filled with tens of thousands of NVIDIA Grace Blackwell systems (Reuters, G42). Power is to come from a mix of nuclear, solar and gas, a deliberate signal that this is a build with its own energy plan, not one waiting in a grid queue.

Why the desert?

It looks counterintuitive. Deserts are hot, and heat is the enemy of dense compute. But run the actual decision the way the builders did, and the logic clicks into place. AI sites are chosen on a short list of inputs: cheap and abundant power, land at scale, a permitting regime that moves fast, political stability, and a route to the chips. The desert in question scores high on every line.

Power is the headline. The Gulf can stand up generation, nuclear, solar and gas, at a pace and price that mature grids elsewhere cannot match, and it can dedicate that generation to a single customer. Land is effectively unlimited. The state wants the project and clears the path. And modern liquid cooling means the ambient temperature outside matters far less than it used to, because the heat is moved in a closed loop, not blown out into the afternoon.

The builders of Stargate UAE didn't pick the desert despite the constraints. They picked it because the constraint that actually binds, power, is the one the desert solves best. So the question worth asking is: when you choose where to run your own compute, are you optimising for the constraint that binds, or the one that's merely familiar?

What a state-scale build signals to everyone smaller

You are not going to build 5 gigawatts. Almost no one is. But the site selection logic of the people who are building it is a free piece of market research. When OpenAI, Oracle and NVIDIA decide the best place outside America to land a million-GPU ambition is a UAE free-zone desert, they are telling you where the cheap, dedicated, fast-to-build power is. That conclusion holds whether you need 5 GW or 500 kW.

The difference is access. The titans can negotiate a sovereign-scale campus. The rest of the market needs the same fundamentals, UAE power economics, free-zone speed, liquid-cooled density, available in a unit you can actually reserve. That gap, between the thesis the giants just validated and a product an ordinary operator can buy, is the interesting place to stand.
